The initial 2021 licences are set to expire at the end of September 2026. All licence holders were required to submit applications for the subsequent five-year period, covering 2026 to 2031.
Those that have received renewals include TOTO Online BV (brands: TOTO, Winnitt), Holland Casino NV (Holland Casino Online), Play North Limited (Kansino), FPO Nederland BV (FairPlay Casino), Bingoal Nederland BV (Bingoal), Hillside (New Media Malta) Plc (Bet365), NSUS Malta Limited (GG Poker), and Betent BV (Betcity).
This selection reflects a mix of both local and internationally-based operators. The list reflects operators that were previously active in the market, meaning so far no new operators have received an approval to operate.

Angelozzi observed particular opportunity in Spain, where he estimated Cirsa holds 6% of the online market, suggesting it’s more fragmented and less developed than in Italy.
“These two markets have been growing and will continue to grow very nicely [for] online, Spain even more than Italy,” he commented.
“Cirsa has incredible knowledge of the market, the consumers in general, also of the business. You will see a company with a huge understanding of the market, of the consumers, with an incredible retail platform, which can be leveraged for online.

Atucha praises the regulation and the regulators themselves for making entry into the market easy, as well as allowing them to be competitive against illegal operators. But the market hasn’t been without its challenges.
A 1% selective consumption tax (ISC) on the value of every online bet has been in force since 1 July 2025, after the original policy was scrapped from proposed regulations in July 2021.
Atucha warns that regulations are often perceived as operator-friendly at the start before governments begin looking to squeeze licensed sectors, likening the process to “boiling a frog”. He has observed similar scenarios in other LatAm markets, with tax increases occurring in Brazil, Colombia and Mexico in the last couple of years.
