Respondents identified several priorities for improving VIP operations. These included an integrated system combining player data, communication history and task management.

The extent of the revisions vary, but most are somewhat significant with regard to language that is being added or omitted. Proposed changes to Standard 9 (digital pari-mutuel systems), for instance, include mostly small additions, whereas Standard 3 (slot metering systems) has entire sections added and subtracted. He began watching regulators shut down individual gambling sites, only for mirror sites, cloned domains and replacement URLs to emerge in thier place. The problem, he concluded, was not necessarily the individual website. It was the network behind it.
